2014 Plan Design Question

Hey everyone. I've been lurking on the forums for a while and finally registered today. I was hoping you guys may be able to help me.

I am working with a large-group prospect in a fully-insured health plan with deductibles at $15,000/$30,000. They also offer an HRA with employer reimbursements for deductible-related expenses up to $9000/$18,000. Since HRA reimbursements will not count towards the OOP maximum in 2014 due to the ACA, this plan design will be out of compliance in 2014 due to the new cost sharing limits ($6350/$12,700 max OOP).

Other than just getting a new fully-insured plan with deductibles at or below $6350/$12,700, can you think of any other creative ideas for this group to consider for 2014? Would there be any advantages to moving to a self-funded plan even though the same cost sharing limits would apply?
