Primary health care is mostly transparent if you know where to look.
Health care blue book is a reasonably accurate tool with limited application in a managed care environment.
When it comes to health care pricing the only thing consumers want to know is "what is my copay?".
Drug pricing is extremely transparent but few will take advantage of the tools. Many who TRY to use the tools can't understand them.
I would not be surprised if carriers, MCO's and providers took legal action against this order on the grounds the pricing arrangements are "trade secrets". Even if they don't sue, and even if they "win", I would not expect health care prices to become truly transparent and useful to the public.
I can't tell you how many people (including agents) do not understand Part D pricing formularies. Yet that does not stop people from buying Part D plans (and complaining about surprises), nor does it stop agents from selling plans they don't understand and can't explain.
