Assisted Living/Nursing Home questions

My understanding is that seniors in long term care facilities have a year-round SEP to change MAPD plans. Does this apply to Assisted Living Facilities? What if there is no I-SNP in the coverage area? Can they still change to another plan - any plan - if they or their caregiver so desires?

Finally, if someone is on Medicaid and Medicare and in a nursing home, my understanding is that the two major benefits to being on a DSNP rather than Medicare/Medicaid alone are a) they will have a drug plan with the MAPD and b) the extra benefits (dental, vision, hearing, etc.). Is that pretty much it?
