Covered California managers want to put off the start date of their navigator program and get by instead with 16,000 "certified enrollment counselors" and 9,000 to 15,000 certified insurance agents. :)

The state's navigators, or independent exchange ombudsmen, won't be ready to serve consumers until June 2014, Soto-Taylor said, according to a written version of her presentation :laugh:

The millions of dollars in Navigator grants was paid out to HOOD organizations last week. Of course these organizations will save the money in a nice interest-bearing account until it's needed.

The fact that they want to push it all the way to June 2014 means that either all the applicants were dumb, criminal, etc.., or that there's so much to learn that it couldn't be taught in a few weeks. If the latter is the case, expect to see all states cancel Navigator useage in 2014. The money sent to all the states will mysteriously vaporize!
