Call VOIPs and You Could Violate TPCA

I saw mustfastpitch's tcpa compliance post and followed a link and learned that if you call someone's VOIP, and it costs them money, you could be in violation of tcpa.

How do you screen out for those?

I've had VOIP lines for years. I've never heard of one that had any extra costs other than the monthly service fee. And especially never heard of any that charged extra for incoming calls. Just for fun, a couple of VOIP related websites I used to read:

My Ringcentral line is voip and if it forwards to my cell and I go over my service minutes it costs me but couldn't imagine proving it or complaining....Just when will all calling become illegal?
