Can 87% CSR HSA Plan Contribute to HSA?

In cases like this, most likely a bronze HSA will result in lower overall costs than a silver CSR. Perhaps not in cases of 94% CSR, particularly in some localities, but in quite a lot of cases, I'm sure
 
well I did read it and apparently am looking at it differently. It states If an issuer seeks to offer a QHP designed to be eligible for pairing with an HSA in 2014, the issuer must comply with the cost-sharing reduction standards described in 45 CFR 156 .. im not aware of any issuer that contributes funds to a HSA. its placing the responsibility on the issuer. so if the client buys a QHP deemed HDHP by the issuer then the insured could still contribute to the HSA. I love how legal interpritations say may result
