Does UHC MAPD charge back for rapid retention plan change chargeback?

I just signed up a July T65 yesterday who may qualify for QMB early into his MAPD membership. If I change him to an MAPD Dual plan option, will I get the full $510 chargeback with UHC? I happen to know that Cigna and Humana don’t do that, so I’d like to put him on a plan that pays well, all other things being equal.
