Excavation Contractor Missouri

I have a client who does excavation work in Missouri. He has been is business 27 years, no major losses. I am having trouble finding placement for him as he does occasional work for municipalities. EMC is not an option, Nationwide and Travelers does want to touch him due to the municipalities work. Where should I go?
