Sure, he can get a named - non owner policy and be protected for his own liability
Non-owner seems to be applied differently in different states. In some states it would appear to only cover beyond the max of the primary policy and it won't cover damage to the shared auto. Be very careful and don't lie to your insurance company. THAT is a guaranteed way to screw yourself

Plus, most carriers for Non Owners require you don't partially own a car, no one you live with owns a car & that you don't have regular access to a car. This OP case would miss the mark for sure on regular access & potentially on the other 2 aspects also depending on the circumstances
