I have had my license for a while and I want to start my own agency. The problem is that, I cant get appointed by any insurance company's because I don't have a book of business. What can I do??

Ahh yes, the old catch 22.
Keep looking for carriers. Some, primarily non-standard carriers, will appoint new agents.
Also look for a wholesaler you can write through. Even larger agents will use these for business they don't place with their normal carriers, but they are also good for new agents. They have some restrictions, such as you won't have binding authority (usually) but they work.
Some examples of wholesalers for you to look at (there are many, depends on what specifically you want to do):
insurancenoodle.com
sais.com
