Pre-Exisiting Conditions with Blue Cross

A friend .. female 30. is paying 450 a month for blue cross health insurance.. She says she cant change bec of pre-exisitng conditon.. ( I didnt ask what the condition is ) Are there still pre-exisiting conditons in the indiv health market so she shouldnt shop her plan to see if there is something more affordable?

FYI for those of you who write individual health in Illinois...

BCBS-Illinois no longer (as of 7/1/2012) has pre-existing condition exclusions in the individual market if the BCBS-IL purchaser had Major Medical Health (Group or Individual) before switching to BCBS-IL.
