when can someone leave a medicare plan to join an Employer plan?

Here’s a question . I got a guy on an honor plan . He told me he used va only and “ occasionally “ the va sent him to outside dr . He got a bill from Carrier for $90 . So I find out 2 months ago he has retiree ppo coverage . So I’ve been told by many the ppo retiree should be secondary to his ma plan . My question is since he has other credible coverage ( retiree ppo) can’t he disenroll from the ma plan ?

yes he can. but is the retiree plan better than the honor plan?
