Not exactly, it depends. I love that answer (no grey area there LOL).
If the client is with another independent producer, then unless the producer is willing to release the client, no BOR can happen.
If the client is an "in-house" client who bought direct, then assisting them with a plan change will let them come over to you as the agent of record. Sometimes it happens automatically (off of your application ID) and sometimes you have to have a letter signed by both you and the client requesting the change and referencing the work you did for the client.
If it's a new full application, then you will get credit. If it's a change of coverage application, there is no place on there for agent information so you'd have to do the letter once the client is approved. Check with your RSM on this they can tell you the best way to do it on change of coverage.

Footnote: It can be a real kick sometimes. I have written cases where the family all went on
HIPAA direct (didn't call me for
HIPAA, how
dare they LOL) and I did an application to move them all over to underwritten coverage. Everyone but one person got approved and moved to the new plan under me, and, you gotta love this, since I "tried" to help the one still on
HIPAA, they gave me that one too. Gotta love them! Cake and eat it too
