If you are thinking of full Medicaid or
QMB, I agree totally (and I'm sure that's what you have in mind.) For the type of wolves you describe, anyone who can fog a mirror and has a red white and blue card should be sold to.
When I worked for Humana it wasn't uncommon to have an appointment set with someone who had full Medicaid. This was either due to the telemarketer not qualifying the member or not caring, just wanting to set as many appts as possible.
I don't know how it works in other states, but in LA,
SLMB (where Medicaid pays their Part B premium and nothing else) is considered part of Medicaid as well (they have a card) and can still be a prospect for
MA since they have A/B only.
