I don't focus on health and have a question about rating.

The couple has been going to a chiropracter and the latter diagnosed them with cervicalgia, lumbago and displacement of intervertebral disc without myelopathy. I submit an app on them with Anthem and quote comes back with level 1-25 rating. Is this normal? What I don't get is their dental plan is also rated 25?? Should I try other carriers? They're currently with BS/CA and are applying for 500 deductible plan with Anthem.
