Foresters Plan Right

I recently had an application through apptical that got approved for the Plan Right Level. I called in today to check on it and they said it was pending because she got declined for the Plan Right back in 2012 with another agent. The rep said it is normal since she was declined before and the app should go through now for the Plan Right level. The rep said an underwriter had to review the MIB first. I called again a few hours later and another rep said it would automatically be declined since she was declined before. Has any one every had this happen to them and what was the outcome ?
