Travel Insurance Question

I'm looking at a few travel insurance policies that have both "cancel for any reason" and "financial default" coverage. My question is, if I purchase a policy with the "cancel for any reason" clause only wouldn't that cover me in the event of the cruise line's financial default?

Most policies I've seen have a 75% refund if "cancelled for any reason" so I'm assuming the difference would be that if the cruise line went out of business, and I had the "financial default" coverage, I would get back 100% instead of only 75%, and that would be the incentive for me to purchase this coverage.
