0% Fault but Only Getting 50% Payment?

The accident occurred in NYC. A vehicle backs up into my car while my vehicle was parked. The police statement also supports my statement. However, the other driver lies to the insurance company and tells them we both backed up into each other.

I submit pictures to my adjuster and he determines I am 0% at fault but the company is only liable to pay 50% of the estimate because our statements conflict. The adjuster says the other party was found to be 50% at fault. He claims that my insurance would not go up because I am not at fault based on the evidence I provided.

This does not really make any sense to me. Does this sound believable?
