Child at School in Another State, How to Handle Insurance?

So here is the situation:

Parents live in Washington State. Kid goes to school in Florida. Kid has been on parents insurance since getting license. Parents decide to buy kid a car in Florida so she can drive around there. What is the best way to handle the licensing and insurance?

The main reason they bought the car in Florida was so that she wouldn't have to drive one all the way there from here. The car will likely never leave Florida and will probably get sold when she's done school. But her driver's license will remain WA since this is her home state.

If the car is licensed in Florida, it has to be insured there. The parents are on title so would need to be listed on the new insurance policy. The parents also have an umbrella, but I think that can extend to the other policy as long as it meets the underlying requirements (will check that with carrier on Monday)

Would it be better to license and insure it in Florida, or to get it licensed in Washington and just add it to the existing policy? Would there be any issues with Florida state law if they got the plates from Washington and it was insured on a Washington state policy? Would this really be any different than if they had say bought the car here and she drove it there?
