Most of my carriers won't insure someone who has 2 or more PIP claims.

This depends on the company, your Insurance Score (IS), the county, Prior Insurance (How long have you been with them), prior Bodily injury limits, and of course, PIP claims. It would probably be easier to give them all that information prior to trying to get a quote so they can check their qualifications guide to see if they can write you up.

It is hard to find insurance with more than 2 PIP claims. But there are some carriers who cater to such clients. Research thoroughly to find the best deal.

The only market that I know of (I write P&C in Florida as well) that doesn't usually hard reject 2+ PIPs is Victoria/Titan.

I will say that by and large, the type of client who has those PIP claims will not be able to pay the premiums on a policy that's rating for two PIP claims. Usually not the most savory clientele. Best of luck.
