MI - Private Property Report and Mini-tort

Hi, (This is in Michigan)
A car was parked directly behind our driveway on the road. So while backing out from garage (there were other cars parked next to our side, so backed out more to avoid them while turning) we hit this car and they have some damage on side of car. We called police and he gave a private property report. (It was a week ago and today I got my driving record and it does not show on it). I have received call from other party that they have standard collision coverage and want us to pay their 500 deductible. My question is,
1.can my mini-tort option pay that amount? ( I have that coverage).
2.Is it advisable to pay through insurance or pay out of pocket (since it is not on record, and not to bump my rates?)
3. refuse and let them make small claim?
4. Negotiate and see if the shop is willing to waive full/part of deductible and pay the rest (would be best, I think).

I have not started any claim on my vehicle (500 ded!), had this bumper fixed six months back when somebody rear ended it...
Any advice? Thanks for your time...
