It's actually part of California's new currency. Because the feds wouldn't print more cash for them, they've decided to start their own. They're all backed by California in an IOU type system and the actual value of any of the currency has yet to be determined. Optimists believe a quareter (largest denomination) may actually be worth as much as a quarter some day, hence it's name.
