Unlicensed Driver Dispute

I've been approached by a friend with an insurance question I'm unable to answer and am hoping the community will be able to help.

This is a husband wife who are purchasing a home and are securing home insurance and adding the vehicle. The husband wants to be the only listed driver for the vehicle due to the fact that his wife has a suspended license currently. They've appealed to two separate brokers who both recommended Travelers insurance but one agent stated that he would be unable to add the auto insurance because Travelers will not insure a husband wife auto policy bundled with home ins. if one spouse has a suspended license. The other agent quoted the auto and home listing one spouse as an unlicensed.

The question is, if they bind coverage with Travelers listing one spouse as unlicensed, what are the consequences, pitfalls and potential risk exposures?
 
Not sure what state they are in, but some companies (if the state allows) will let you exclude a spouse as a driver.
