Scenario:

A restoration company either doesn't clean up all water as they were hired and paid to do, or they caused water damage due to carelessness in running their equipment.

Should their insurance company pay for all or partial damages?

Should this fall back on homeowners insurance original claim?

We had a house fire years ago. The restoration company caused some damage. When they balked at my demands I went to the insurance company and they got it fixed. This was a company they brought in so I am guessing they had some juice with them. You may have more leverage if the insurance company has not paid them the last draw.
