You can buy your own dialer, they aren't that expensive. Buy your own lists, sign up for the do not call list (free for 5 area codes), get some software to scrub your lists against the do not call lists, and dial away.
Oh yeah, many states have outlawed this type of dialing, so be careful.
To get around the law, you can google for 'voice broadcast service', find one that calls from out of the country, which usually isn't regulated, and go at it. The authorities can still come after you, perhaps.
This works for appointment reminders, dialing current clients, telling you your kid skipped school today, and political campaigns. Pretty much anything else, and you'll run into trouble, which seems to be something they are starting to enforce a bit more.
Every state is different. In my area, I tried it briefly (bought the card for my computer for about $300, along with the software), but stopped pretty quickly. Lead quality wasn't worth the hassle factor.
