No I think we are confusing a few things here.

Private insurance has personal disability insurance and then a number of business related coverages. BOE, Buy-sell, keyperson, etc.

The government doesn't pay overhead. If you are an employee, workers comp (if you are injured while working) and some states have State disability but low benefits and qualification is not easy. Of course there is also Social Security disability which is VERY difficult to qualify.
