Domestic Partner Benefits on a Five-person Group

I'm out of ideas. I've got a group in Georgia, five lives, that wants group health insurance. They really want to find a company that extends benefits to domestic partners, both same sex and opposite sex. Any ideas?
For reference:
1. Humana won't do it unless they're grandfathered in under the ancient Common Law Marriage rule in Georgia
2. Aetna won't do it on groups under 20 lives
3. Cigna flat-out won't write anything under fifty lives
4. Time/Assurant won't touch it
5. Trustmark won't have a thing to do with it
6. The Coventry rep I spoke to sounded like he was stoned out his mind, but said no dice.
No idea if BCBSGA will do it, because to get appointed with them you've got to be licensed for at least a year and until then they won't give me the time of day.
I'm out of ideas. Anyone?
