Ahh, the world of the internet. IP addresses are reused. Heck, not to long ago, everyone from AOL used the same IP address (okay, a few of them).

Any provider that makes heavy use of proxy servers can cause this problem. I wouldn't sweat it a lot.

Do not buy into the exlusive insurance expo service. They have not provided any leads to me, they have not returned any calls, they did take money up front. They are scam artist and do not want to be legit business people. I have called them 20 times and cannot get them to call me back to discuss my account. They do not respond to emails either. I have paid them upfront and have not received a single lead and this was back in January. STAY AWAY FROM THEM. Hook Marketing is what there contract stated it should have been crook marketing.
