Probably depends a lot on what part of California you are referring to. They do have some competitive niches in the Bay Area, such as some restaurants, strip malls, garage repair facilities.
They are trying to be more competitive in commercial auto as well. Time will tell if this is successful.
At the same time, they can be handily beaten in all these areas.
Farmers goes primarily after smaller businesses, such as the typical mom & pop stores. They basically thrive where a lot of true commercial brokers will ignore. There are reasons for this, but basically a Farmers agent (like a State Farm agent or an Allstate agent) is looking for a package deal, getting the business and the personal lines.
There is a LOT that Farmers won't touch, though they have been expanding lately in California.
Why are you asking? Take a Farmers commercial agent out to lunch, he'll tell you anything you want to know. I have found most agents, especially captive, are more than happy to talk about their business. They won't give away trade secrets, but they will tell you things like the markets they want you to stay out of
