Fee for Service and Group Go to Top

I read something somewhere about group health sales becoming fee for service only, or something. Can someone shed some light on this topic?

I'm trying to figure out the relationship of group to individual when talking to business owners and just remember seeing or hearing something about the industry moving towards fee for service only.
