Does it matter on a G.I. (KEMPER, UHL) if the owner & payor (daughter) of the p.i. is in the state I'm licensed in, and the p.i. (mother) is in a different state? Can I write it? Whatta ya think? Thanks!

Check with the company they tend to differ. You most likely will be cool if you are licensed in the state of the owner and use that state app.
