Sure you can find them below 25K. CUL has one that issues down to 10K, ages 20-70 but I don't know why anyone would write it. Age 65 (uni-sex) NTU, 10K is $44.46.. Runs to age 86 on guarantees and matures for $15,390 at 95 on projections. 10K is issued non med through age 70.
