For individual & family health, do not use a
GA/
FMO. There is no override for them on IFP business in CA so they will end up being primary agent you will only get reduced commission and lose client (from your book of business). For IFP, use your RSM from each carrier to help you sell the plans if you need help with them. Each domestic carrier (Cross, Shield, HNet, Kaiser) has an RSM that will help you with this.
