Anthem Bc Does Not Pay Commissions For Ppo Product, As Promised?

Medicare Market __Freedom Blue Regional PPO 2011 plan,

This plan discontinued its Medicare contract 12/31/2011.
I was told to enroll my clients into a new plan "Freedom Blue Preferred Local PPO" with an effective date of 1/2012. Furthermore, these new sales would be paid as NEW SALES.

January commission statement shows these cases as renewals.
$21 dollars instead of $252.

Anyone else have this experience?

We were told the NEW LPPO plan would be paid as 2nd yr, new sale $252 after the first 30 days.

Not treating it as a renewal. 13 months after the effective date you will receive 12 x 21.
