Simply put: is a raffle that is open to the public an inducement?
This seems to be a grey area.
If an entry were contingent upon a quote or purchase, then I would say yes. However, if an entry was contingent upon providing only a name and number, then I would say no....I don't like legal grey areas....tie goes to the runner right..!..!
