Is there any difference between a general agency and a cluster?

Depends on your focus.....
Appalachian underwriters, Burns & Wilcox, and RPS are big ones. However, there are some real good local MGA's that should not be ignored.

I agree. I used to send business to Risk Placement Services (RPS), but no longer.

Why not go independent where you write multiple lines and make a much better split?
