Need Help Figuring Out Health Insurance for an Out-of-country US Citizen with a Preexisting Conditio

We have a family member out of the country who has cancer and were wondering whether it's possible to get him enrolled in an insurance within the US while he is residing outside the US and has a preexisting condition, and if so, how? He has a rare form of cancer that they're not as familiar with treating where he currently resides.

He's a US Citizen
Age is 62
Current lives in the Dominican Republic
Has social security income of $1,800 a month
And has a preexisting condition (possibly in the later stages now)

Sorry to hear about the illness of your family member. Health Insurance for services outside the US are available for people that work outside the US and need treatment while working for a foriegn assignment. I am not an expert on these policies and cannot comment on them.

Health Insurance for US health insurers are only available to be used in the US. The only option for a person with a preexisting comdition would be to wait for the open enrollment for the Marketplace or State Exchange and he would have to reside there. Outside of the Marketplace, all policies are underwritten and the condition would be a denial.

Your best option would be for the relative to reside in the US, enroll through the Marketplace and get treatment in the US. It sounds like this is not an option and they would be stuck with the healthcare in the Dominican Republic.

Thank you for your reply. Is it possible to do open enrollment for the Marketplace or State Exchange from within any state? Also, do you happen to know how long the enrollment process would take? Does there happen to be an expedited method of enrolling?

Incorrect. No Qualified Health Plans, either on or off the exchange, are medically underwritten.

The only reason to go through the exchange is if you qualify for subsidies.
 
Any US citizen returning to USA is qualified for special enrollment period. Next effective day may be august 1.
You have to create account on marketplace and state the return date. We could help your relative set it up. Please email [email protected] or pm.
What state can they return?
I assume they would be close major medical center specializing in that area.
