Probationary License - Would You Hire?

To agency owners...would you hire a new agent with a probationary license that was issues as such because they were licensed in another occupation and are currently under probation (via consent order) for basically 'working too hard'...eg stress?

This person has done nothing criminally wrong except try to keep his business open himself working 60 hours a week and not getting paid adequately by third party (yes, insurance companies). Alls they want is to work for a comparable wage. He is not able to get hired in same profession because of this consent order which lasts for 2 more years.

Let's assume sales experience is there and he is otherwise qualified...
