Just about any carrier for these type of plans. You can always throw down a SGUL or a NLGP.

Motorists Life- decent rates and commissions
Oxford Life- Lowest rates for healthy people
Shenandoah Life- Participating policy for future death benefit increases

Presidential Life- Guaranteed issue

Actually there are a million decent choices. There is no one company that is best. You need several and different ages, health, tobbacco etc. will determine which is best for them.

I love using United Home Life. It goes up to $50,000 in coverage and down to age 25, unlike the other companies out there.
