Guardian Pre-Contract Phase

Question about the Guardian pre-contract ---

I am confused about a couple items, I understood that in this case that pre contract requirements was $9,000 in annual premium and 6 CFQ's (confidential financial questionaires)...

Now it's been brought to my attention that it is not $9,000 in annual premium but $9,000 in commission that you would have earned. Which is it?
