Your Anthem may be doing this, it is not universal.
I forwarded this thread to Anthem CA for clarification and was told the following:
1. Anthem CA does NOT outsource any application process anywhere, period.
2. A reason for slowdowns in CA has to do with Anthem CA adding MIB into the mix in May, 2010. With MIB, there has been a severe increase in the number of telemeds being done.
3. There are some issues with the telemed company(ies) that they can't go into details on, but it is slowing down the process by about 10 days in California.
I can only speak for California Anthem Blue Cross. As Al3 would say, each state is different and YMMV
