COMMISSIONER JONES CALLS ON BLUE SHIELD TO DELAY SUBSTANTIAL RATE INCREASES

Insurance Commissioner Dave Jones today called on Blue Shield of California to delay its implementation of a new round of substantial individual health insurance premium increases that would impact tens of thousands of California policyholders. In some instances, consumers would see their health insurance rates skyrocket by up to 59 percent.

“I find it stunning that Blue Shield would seek to impose such massive premium increases on policyholders during these troubling economic times,” Commissioner Jones said. “These premium increases will impose significant financial burdens on struggling families and, in some cases, will lead to the loss of health care coverage altogether.”

Commissioner Jones also sent a letter calling on Blue Shield to refrain from moving forward with its rate increase for at least 60 days beyond the insurer’s proposed March 1, 2011 effective date. Under current California law, the Insurance Commissioner does not have the authority to reject excessive premium increases; however, by asking Blue Shield for a delay in the implementation of its plan, the Commissioner will have the opportunity to ensure that all proposed increases have been thoroughly reviewed.

“Many Californians will no doubt be surprised to learn that the Insurance Commissioner does not have the legal authority to reject excessive health insurance premium increases,” Commissioner Jones said. “I have fought hard to give the Insurance Commissioner this authority for the last six years. I have authored strong legislation to give the Insurance Commissioner the authority to reject excessive premium increases, only to see it defeated in the Legislature by conservative legislators. I will continue to fight to pass this legislation.”

Perhaps he'll be good enough to simply set rates for all carriers. Of course, this will be before he finds a way to set up a single payer in CA.

Let's see, they have no trouble imposing new mandates on carriers, but when the carriers put a price tag on it, they cry foul????

60 days is probably no big deal, but then Jones isn't doing this for any reason other than to flex his new found muscle.

How about the policies the state and federal govt's have imposed during these troubling economic times?
 
Does Jone's request carry any wait? I'd love to see a carrier respond back that no they will not wait and the rates are required based on x factors and list them.....

I love how they always point out the carrier has made X Millions in Profit...but they don't relate it to total premium inflow nor profit margin. Lets say I made a profit of $100K last year it might sounds good but if I say total premium inflow was $100Million and profit was 1/10th of 1% yes these numbers are made up but I would love to see carriers take a PR approach to these things.
 
The following is an email from a client along wtih my response. The reference to a $5 charge is from an earlier email.

It looks like on March 1st that Blue Shield's rates are going skyrocket....have you any idea how us --never use our insurance or gather any bills-- are going to be affected? !!!
Is my premium amt locked in thru April 1st? Or shall I get the March 1st notice

You’re good until the rate guarantee is over. I would just let this go. With all the changes from ObamaCare, the $5 is going to be least of the problems

Hopefully consumers will finally realize that it’s government regulations and ObamaCare along with our new socialist insurance commissioner that is to blame for skyrocketing rates.

It never ceases to amaze me how politicos use some irrational emotional argument instead of logic.
 
Logic doesn't get votes. Emotions do.

Blue Shield unfortunately came out and said that this increase has little to do with Obamacare, but rather the rapidly rising costs of healthcare. Now, Obama was trying to sell Obamacare as cost containment, so I'm not sure how all of this fits together in Blue Shields eyes....

What are the loss ratios for Blue Sheild of Cali individual block?
This would have to be public record?
