CA Spousal Group or IFP?

I have a husband/wife group asking for a quote. The husband has type II diabetes. I check with underwriters at BC and BS for prescreen. They say most likely tier 4. The thing is even with tier 4 rating for the husband, it "seems" to me that they could get a better coverage with separate individual policies for about the same premium. The group policy they have now is high deductible HMO (no copay). I think I could get them a low deductible PPO with copay for about the same premium. Am I missing something in my reasoning? Am I comparing apples to oranges? I'm still learning Health.

As long as he is squeeky clean otherwise, Aetna might take him. I've placed some Type II cases with Aetna at a C rating or 75% rateup in FL.
