Placing a 64 1/2 Year Old...

From my experience, if the subscriber cannot keep the policy for a full year, it can't be written. Short term would be the way to go but then I've had some issues come up from that as well. Use Assurant's 6-month or 12-month short term option. That way they can pay month to month like a comprehensive plan (in Illinois at least.)
 
After the deductible is met.

Remember short term does not cover pre ex ever.

In my experience one can pay "month to month" with any STM?

The point is he will not qualify for most Indie plans at 64 1/2.
STM's yes, indie's no.
