Agents who write Small Group are telling me that the SHOP enrollment is much more difficult than submitting a case directly to the carrier.

But, after the employer spends all of the extra time & effort enrolling on SHOP, have they really saved any money? Have they bitten off more red-tape than they want to chew?
Another incentive:
No participation requirements (during certain dates).
At least 1 of our Small Group carriers is matching that offer....for OFF-exchange business.
