Cigna Goes to 0% in NC for 2017

Cigna just sent an email today letting brokers in NC know that:

"As a result of the on-going dynamics of the Affordable Care Act, Cigna Individual & Family Plans (IFP) has had to make changes to ensure we are able to provide consumers quality, affordable options.

Due to this change, medical commissions in North Carolina on our IFP ACA-compliant plans will be as stated below. This change will affect current policies as well as new plans that will be launched in the state. "

Comp on new sales for 2017 ACA is 0%.
Comp on existing renewals on ACA is 0%.
Comp on SEP business is 0%.​

I got the same email in Illinois.
 
All states are 0% except VA and CO.
They are going after political elite and potheads.
Some feel they are one in the same.
 
Cigna is as worthless as teets on a boar hog... they can't manage not one stick of their business portfolio..... worst management team any board of directors could ever hire..... they deserve total and complete destruction

They weren't in Virginia last year. Am I paranoid, or could they possibly be paying us to set up new accounts in 2017 that will not pay renewals or new business in year 2 and beyond?
