I would expect teachers to read the open enrollment options and understand that, if there is no copay listed, it isn't available.
My experience is, most people, regardless of education or intelligence level, never bother to read the benefit summary until after a claim is paid.
Comprehending what you have read is a completely different issue vs failing to take 5 minutes to at least read the benefit schedule.
Retailers and restaurants are not the only employer where workers and their dependents apply for taxpayer funded assistance. Many of the custodians, bus drivers, aids and other support staff are encouraged to apply for SCHIP and Medicaid.
