... in AZ they need to have held green cards for 5 years in order to be accepted. In the case a prospect has not held green card for 5 years, what options does he have?

"Legal permanent residents with incomes up to 400 percent below the federal poverty level can qualify for subsidized health care coverage. Those who have been in the country less than five years do not qualify for Medicaid."

So if they say they have income levels slightly higher than medicaid level can qualify for subsidies, paying 2% of the premium.

I called Exchange and asked what procedure one needs to follow to get the above done, the answer was to submit an application on the exchange, once you are directed to Medicaid, get a denial letter from the Medicaid, come back to the exchange and put in an appeal, then a specialist will come to help you with the rest.

Given the time and effort involved, has anybody actually gone through a case like this?
 
two quick thoughts-1. I had single female buis owner who lost Medicaid status, was referred to Mktpce and eligibility was too little income to qualify for Tax credit. Called Mkepce and only help was in where to find the info to fill out a request for exemption to penalty and how to look up community health centers in area who take pay on sliding scale

2. lawfully present immigrants that do not qualify? People who are here on DACA-deferred action for childhood arrivals. Has job, SSN, pays taxes, but not allowed to get Mktpce healthcare. Some companies will take direct.

Sorry if it's an old thread and OP already found an answer but I've never had a problem with getting a subsidy for a green card holder without waiting for a Medicaid denial letter. As long as you put in the alien number and card number perfectly - the system will recognize they are not Medicaid eligible and grant them a subsidy. Only time I had a problem was with a baby whose DOB was wrong in the SS system and it took them about two months to fix it but they finally did.
