They blew $100M of a $200M grant on the connector (and are asking for, and received, more money already).

Do they really think scrapping a nearly finished $100M project and building something brand new is a better bet than fixing what they already have?

No, they don't, and the last paragraph of that article makes that apparent. Governor is reviewing a bill that would remove insurers from the board, so HMSA is calling for the whole thing to be dismantled.
