Important News Regarding IHC Plans For Individuals,
Families and Small Groups

The impact of the Affordable Care Act (ACA) is becoming more clear to consumers, producers and carriers every day. As we continue our preparation for the full
implementation of the ACA, we are making changes that will affect you and
your IHC clients.

1. We are filing new ACA-compliant individual major medical and small group major medical policy forms in states where we will be issuing qualified essential health benefit (EHB) plans beginning January 1, 2014. The chart below will help you to determine if we are issuing an EHB in a particular state. Because the terms “Plan Year” and “Policy Year” used in the ACA are not defined in our current policy forms, we amended the forms for states in which we will continue to offer coverage to include definitions of the terms. This is designed to make clear to our insureds that the applicable policy period is the 12-month period beginning on either the individual’s (for individual business) or employer’s (for small group employer business) effective/renewal date of coverage under the policy. This was done so insureds could maintain their current coverage until the end of their 12-month policy period, rather than having to be issued an EHB plan in January 2014. For example, an insured’s plan with a policy effective or renewal date of May 1, 2013 would terminate April 30, 2014 and their qualified EHB plan effective date would be May 1, 2014.

A notice is being sent to all IHC customers affected by the amendments to their policies during the week of March 25, 2013. The notice indicates that customers with questions should call their agent or our customer service line.

2. Because we will not be offering EHB plans in all of our current markets, we will cut off new business sales of major medical plans for individuals, families and small groups effective June 1, 2013 in certain states. The states where we will continue sales comprise over 90 percent of our small group (SGMM) sales and almost 80 percent of our individual and family (IMM) sales. In the states where we are ceasing new business sales on June 1, 2013, we will not offer EHB plans and all coverage will cease on December 31, 2013 or on the date determined by the laws of that state.
The following chart will allow you to quickly see where we will continue to offer our
major medical products. Please note, our decision to offer a major medical plan in a
state will not impact our other products, so you can be assured that if you sell dental, short-term medical or any of our other products in your state, we will still have those available after June 1, 2013.

• If a state is marked “Cease New Business 6/1,” that means we are not planning on offering an EHB plan in that state and will stop offering new business with the last effective date before June 1. This date will vary among the lines of business that we offer in that state. • If a state is marked “All carriers,” we will offer coverage on all of our carriers and we expect to make an IHC EHB plan available in that state in 2014. For these states, your clients' plans will switch to an EHB plan on the applicable anniversary date in 2014, so, for example, a case issued or renewing in November of 2013 will switch to an EHB plan on October 31, 2014. • States marked “Not Active,” are states where we are not selling currently. • States marked with a particular carrier name indicate that such carrier's products will be the only plans available for new business as of June 1, 2013 effective dates. For example, in Ohio for IMM, we will only offer Companion Life Insurance (CLIC) for new business effective June 1, 2013 and later. • For states noted as “Blue Print Only,” we will still offer small group self-funded in that state, even if we cease to offer a traditional small group plan.
Carriers listed in the chart include Companion Life Insurance Company (CLIC), Independence American Insurance Company, Madison National Life Insurance Company, Inc. (MNL), Standard Security Life Insurance Company of New York (SSL).

As you can see, we will be continuing our operations in most of our markets, though we reserve the right to adjust our plans if the regulatory or market environments change in ways not presently foreseeable. While the decision to leave certain markets was not an easy one to make, I am confident that the additional focus will help us better serve you and your customers in the markets where we are remaining. Even though this affected a small percentage of our markets, it still affects producers and customers and that is not something we take lightly. IHC remains committed to the SGMM and IMM markets and we look forward to continuing our success into 2014 and beyond with our current products and with the many new ideas we will be launching soon.

I wrote some shot term with them. If you wrote enough business with them they would issue you stock. I am looked at them hard but they were not competitive with rented networks.
 
At last count, I had 37 individual major medical policies with an IHC company. They're wonderful to work with from both the agent and client's standpoint. Always pay claims and even give the agent a call with options for the applicant if he/she has health conditions. I'm going to miss working IHC underwriting.

I suppose the best thing I can do for these clients now is to let them know that I'll help them determine what route they should take after the Illinois Exchange-Marketplace opens and they've ascertained their subsidy qualification level.
